FESTIVAL 2009 APPLICATION

Organized in 1996, the Not Still Art Festival is a forum dedicated to artists working in
non-narrative and abstract electronic motion imaging with music/sound design.

SUBMISSION GUIDELINES

 1.) APPLICATION FEE:   NSA is an artist-run festival. We request a $25. application fee to help produce the festival.  Please pay online by credit card with PAYPAL or enclose a check - then PRINT and FILL IN the APPLICATION and mail with tape/discs.

2.) FORMAT:  MiniDV or CD-R or DVD-R with  .AVI or Quicktime .MOV file with DV resolution (PLEASE READ: technical info) - one program per tape/disc.  NTSC preferred, however PAL and SECAM are accepted.
-  Length: under 10 minutes
-  Label your Tape or Disc with:  Your Name, E-mail, Title and Program Length.
-  No restriction to the number of programs submitted or the date of creation.

The Not Still Art Festival is produced by artists for artists.   It is funded with a Presentation Funds Grant from the Experimental Television Center  with  public funds from the New York State Council on the Arts.  The NSA Fest 2007 is sponsored project of PAWI..   The Not Still Art Festival receives promotional support from Media Alliance at WNET/Thirteen, FIVF/AIVF and the Bay Area Video Coalition. The Not Still Art Festival screening will tour, be broadcast, and be made available as a video disc/electronic file/streaming video.  All net proceeds from the dissemination of the screening will be shared among the participating artists. Please indicate your agreement to these  activities by signing this application:

1.)   Not Still Art (NSA) shall have the right to use my name, image, biography, still images and music/video excerpts of my program(s) for promotional purposes on the NSA Website and in any other context for the promotion of the Not Still Art Festival. 
2.)   Not Still Art shall have the NON-EXCLUSIVE right to disseminate my program, in whole or in part, on the condition that any net proceeds from sales or licenses will be prorated amongst the participating artists included in the program;  this includes permission to exhibit theatrically anywhere in the world; to deliver electronically by any device, including streaming my program(s) at low resolution over the internet,.
3.)  I have the rights to all images, sound and music on my program, including the right to exhibit/distribute/broadcast this program(s) and I hold  NSA  harmless from any claims by third parties  regarding NSA's non-exclusive distribution/exhibition/broadcast of my program.  PLEASE CHECK ONE OF THE FOLLOWING:
        a.)  The music on my program is from a commercial recording.  I have or will obtain a Visual Synchronization License from the music publisher, as well as written permission to use the music from the record company and artist(s) and mail copies of these permissions to NSA.
        b.) I or my collaborator created the music.  The music is published by _________________________, which hereby gives NSA a non-exclusive  Visual Synchronization and Mechanical License in perpetuity  for all music contained in the program(s).
        c.) I or my collaborator created the music. As the music is not controlled by a music publisher, ___________________ (composer) gives NSA the right to publish the above compositions and issue a Visual Synchronization and Mechanical License to Not Still Art for the music.
4.) My program(s) is copyrighted as follows: ______________________________________.

TECHNICAL INFORMATION


1.) MiniDV Tape:
Please record to a prosumer miniDV recorder or camcorder.
Use Sony miniDV tape if at all possible (this is best for the heads on our deck).
[Our playback equipment is Canon and we have had audio codec problems on a number of past submissions when they were recorded from a Pro DVcam VTR. ]

2.) CD-R or DVD-R Disc:
Please record all programs as .avi or Quicktime .mov files in full DV resolution.            (DVD formating is not acceptable.)

    - Video Resolution - 720 horizontal by 480 vertical.  
    - Frame Rate - 29.97
    - Pixel Aspect Ratio - D1/DV NTSC (0.9)
    - Audio Rate - 48000Hz

3.) Program lead in:
Please record 30 seconds of BLACK before and after the program.
Record the program twice on the tape, in case there is drop-out.

4.) Check Audio Levels:
Make sure the audio level is loud enough.
Make sure the audio does not overload (this happens when the audio level stays "in the red" or over the "acceptable level" for more than a second or two.
Try to record the audio so that is sounds good on a low end TV speaker as well as a surround sound hifi system.

5.) Titles and Credits:
Please include all titles and credits as you want them to appear.
We suggest no more than 3 seconds per credit.  
If you do not include these, then we will not add them.
